Bill Walters

Bill Walters founded 302 Tactical Operations Group to fill a void that he himself experienced years prior when looking for a place to learn the skills sets necessary for personal protection. Bill moved to Delaware in 1996 due to work. Due to the location of the work it put him right in harm’s way in the place Newsweek Magazine has dubbed “Murder Town USA” Wilmington Delaware. Due to the sheer volume of patrons and the bars location of where he worked on a weekly basis they had fights, riots, stabbings, and shootings as part of the hazards of the job. A short time later Bill started training in Brazilian Jiu-Jitsu to become more comfortable with the aspects of up close personal combat. As we all know no hand to hand technique can deal with a person who has a gun at distance. After being shot at in his vehicle leaving work one evening Bill decided it was time to obtain his Delaware CCDW permit. Soon after he obtained his Pennsylvania and Florida as well. Little did he know that this introduction into the combative world of personal protection would lead him on the most amazing journey of his life.

He spent the next five years competing and practicing in IDPA and Combat Shooting as well as some of the most prestigious grappling tournaments in the country. He sought out training in all disciples of combat and was fortunate enough to have trained with some of the best guys in the world. Within the world of Combat Shooting his most extensive and influential relationship was with his mentor Rod Ryan of Storm Mountain Training Center. Rod gave a baseline of excellence that was never duplicated in any of the other training facilities he attended which stands true to this day.

Bill was encouraged to seek out what other training facilities had to offer and what else was being taught by other instructors within the industry. This led him to go to a number of different training academies such as Smith & Wesson, Sig Academy, Blackwater Training Center, Crucible Training Center, Bergen County Law and Public Safety Institute, International Association of Law Enforcement Firearms Instructors, NRA Law Enforcement Handgun and Shotgun, as well as NRA Handgun, Shotgun and Rifle courses held throughout the Northeast. With all these courses being done at different training facilities under many different instructors Bill always returned home to Storm Mountain and did 3 courses at SMTC for every one course taken elsewhere. That alone was a testament to the level of training and education he gained at his alma mater.

From 2010 to 2014 Bill was attached to the instructional Cadre at Storm Mountain Training Center or Defensive Tactics, Handgun, Shotgun, Carbine, and Small Weapons training.

At the same time, Bill was looking for the same extensive education within the Brazilian Jiu-Jitsu community. Over the past 25 years he was able to train with some of the worlds greatest Brazilian Jiu-Jitsu Black Belts they include Marcelo Garcia, Ricardo De La Riva, Rigan Machado, Marcello Monteiro, Marcos Santos, Delson Heleno, Mike Fowler, Wilson Ries, Jared Weiner, Todd Margolis, and Jason Miller just to name a few.

His most valued relationship was established through his friend, Professor Marco Perazzo who introduced Bill to the Legendary Migliarese brothers back in 2003. It was through that introduction that the door of Balance Studios was opened to him and the brothers greeted him with open arms. Under the mentorship of both Phil and Rick as friends then later as instructors it was Bill privilege in 2009 to become a Brazilian Jiu-Jitsu Black Belt under Phil Migliarese. The Balance Studios brotherhood is and always will be a testament to the Brazilian Jiu Jitsu community as whole and the pride it gives to all its students, friends, and family can’t be understated.
