What’s Changing in Delaware
Effective Nov. 16, 2025, Delaware requires a handgun qualified purchaser permit (SB 2) to buy or transfer a handgun. Applicants must complete approved training, get fingerprinted via IdentoGO (Service Code 27S8N2), and apply through the SBI portal. By law, SBI has up to 30 days to issue a decision once a complete application is received. The permit itself carries no state fee; you’ll pay normal training and fingerprint vendor costs. The permit is valid for 2 years from issuance.

Exemptions
Per SB 2, exemptions may apply to: active/retired law enforcement, firearms dealers, licensed security guards, constables, correctional officers, members of the military, certified firearm instructors, competitive shooters, and hunters with a Delaware safety certification. Holders of a valid Delaware CCDW license are not required to obtain a permit to purchase.
