3) Submit the SBI application Apply with the State Bureau of Identification (SBI) after training & fingerprints. Provide photo ID, any military orders, and the training certificate or proof of exemption. SBI conducts a background investigation and must issue the permit within 30 days of receiving a completed application unless denied.
4) Pick up your permit Once approved, visit SBI headquarters in Dover to pick up your two‑year permit (card includes name, address, expiration date, and photo).
